Open Digital Planning (ODP) is a collaborative initiative between the UK government and local councils designed to modernise the planning system through open-source technology and standardised data. This page provides access to our planning data services, which are built using ODP’s shared standards to make local planning information more transparent, accessible, and easy to reuse. By centralising this data, we aim to simplify the application process and ensure that high-quality, digital evidence is available to everyone involved in the planning journey.
This dataset contains the geographic layers for the Adopted Delivery and Allocations Local Plan (DALP) 2022, providing spatial boundaries for Halton’s planning policies. It includes GIS data for site-specific allocations, such as housing and employment land, alongside environmental designations including Green Belt and conservation areas. Designed for use in mapping software, these layers allow users to identify how local development rules and land-use constraints apply to specific locations across the borough.
This platform provides clear, accessible information on Section 106 planning obligations and Infrastructure Funding Statements, helping users understand how development contributes to local infrastructure and community needs. By publishing these datasets in an open, consistent format, we support transparency, improve public trust in the planning process, and enable better analysis of how funding is secured, allocated, and delivered across projects.
